12.0THE RIVER HAS RISEN TO ITS LOWEST NATURAL BANKS. AT STAGES ABOVE 12 FEET...MINOR FLOODING OF AREA RANGELAND BEGINS. LOW WATER CROSSINGS AT STATE HIGHWAY 396...OGDEN ROAD...AND HIGBY ROAD ARE COMPLETELY INUNDATED AND IMPASSABLE.
